Scale

You expand market to market without stalling.

Expansion is where alcohol regulation gets genuinely complicated. The United States runs on a three-tier system, and every state layers its own rules on top: separate licenses, distribution requirements, direct-to-consumer (DtC) shipping laws, and in many cases franchise laws that govern your relationship with distributors. What is legal in one state may be prohibited in the next.

Alcohol Industry Associates manages the licensing and compliance behind multistate growth. Whether you are launching direct-to-consumer shipping, setting up three-tier distribution, bringing on importers and wholesalers, or entering a block of new states at once, we map the requirements market by market and handle the filings so your expansion does not stall at a state line.

How We Support Expansion

Scaling into new markets touches licensing, distribution, and shipping compliance all at once. We handle:

Every State Is Its Own Country

There is no single national playbook for alcohol distribution or shipping, because each state controls its own system. DtC shipping is allowed for some product types in some states and prohibited in others. Franchise laws in certain states can make distributor relationships very difficult to change once established. Entering a market without understanding these rules can be an expensive mistake.

We assess your specific expansion plan, tell you what each target state actually requires, and handle the licensing and registrations, so you scale on a solid footing instead of discovering the rules after the fact.

Frequently Asked Questions

Common questions about market expansion for alcohol beverage businesses.

What is the three-tier system and why does it matter?

The three-tier system separates producers, distributors (wholesalers), and retailers, and most states require alcohol to move through all three tiers, with licensing at each level. It shapes how you can legally sell in a given state. Understanding where your business sits in this structure, and what licenses that requires in each market, is fundamental to expanding compliantly.

Can I ship alcohol directly to consumers?

Sometimes, and it depends heavily on the product type and the state. Direct-to-consumer (DtC) shipping is permitted for certain products in certain states and prohibited in others, each with its own licensing, tax, and reporting rules. We map DtC eligibility for your product across your target states and handle the licensing where it is allowed.

Do I need a separate license for every state I expand into?

Generally yes. Because each state runs its own ABC system, expanding into a new state almost always means new licensing there, and often brand or product registration as well. We coordinate these filings across your target states so expansion is organized rather than piecemeal.

What is franchise law and why should I care?

Many states have franchise laws that govern the relationship between suppliers and distributors, and in some states these laws make it very difficult to change or terminate a distributor once you have appointed one. That makes your initial distribution decisions high-stakes. We help you understand these laws before you commit, not after.

Can you help me set up distribution in a new state?

Yes. We handle the licensing and registrations required to distribute through the three-tier system in a new market, and we help you understand the distribution and franchise-law landscape so you enter on informed terms. Getting the structure right up front prevents costly problems later.

I'm an importer/wholesaler. Do you handle the middle tier?

Yes. We handle federal and state permitting for importers and wholesalers, including TTB basic permits and the state licenses required to operate in the middle tier. Multistate wholesaler licensing is a core part of what we do.

How do you handle expansion into many states at once?

We start by mapping the requirements for each target state, licensing, registration, DtC eligibility, and distribution rules, then sequence and manage the filings as a coordinated project. Having one partner run the whole multistate effort is far more efficient than tackling each state in isolation.

Can DtC and three-tier work together?

Often, yes, many brands use three-tier distribution and DtC shipping in parallel, using each where it makes sense and is permitted. The key is knowing what each state allows for your product and structuring your licensing accordingly. We help you build a compliant multichannel approach.
